Re-Designing HR Inside Out

David Stevenson, Caroline Bicknell and John Jones of the DfEE (The Department for Education and Employment) turned to private sector benchmarking to identify and develop better practices by reference to other organisations.

Outsourcing HR to get to the Centre of the Business
. HR Directors realise that they can’t be a partner in the business unless they spend more time on policy and strategy. But they can't do this if most of the time is spent running operations. Hence they must examine the options for outsourcing HR services.

Key questions include:

  • what core services should we keep in house
  • how should we identify and contract for services
  • how can we measure and manage the services
  • what form of contract and protection do we need
  • is the current approach right for the future?

These issues were addressed by Iain Thomson, Head of Training & Development at The Bank of England, Clive Mosely Consultant with OCP, who had recently conducted a survey on HR outsourcing, and Peter Dooley, Strategic Director of the FI Group, Iain was the Customer, Clive, a Researcher and Peter the Supplier of outsourcing services. This report looks at outsourcing from those three perspectives.
